Wrote test TestFetchConfigurationImpl to be able to see message displayed by
the IllegalArgumentException

add single quotes around singe quotes so that the single quote will appear in
the message
Tested change with TestPartitionedDataCache

duplicate ids - removef the extra param-missing and left the first as
param-missing.
Tried to test with TestQueryParameters, but project has errors since switch
to java6.
