You gave me enough of a clue to solve the problem. I'd installed a new version of svn but hadn't updated the svnversion binary to match.

If you want to be sure you could try running mvn
-Dsvnversion.executable=${path to svnversion} . . .

This patch might help too (it just run svnversion --version during the
build): http://pastebin.com/jHv8TSwK. You'll see something like this in the
build with the patch :
