First, thanks for reporting the broken link, we gonna fix that!
Note that I'd recommend to use 2.4.2. This is just 2.4.1 with a few bug and
security fixes.
Only the latest versions get distributed via mirrors. Older versions are
available from archive.apache org.
In this case the URL is http://archive.apache.org/dist/openjpa/2.4.1/
