Issue is that nexus is cleaned up (delete snapshots older than X days) from
time to time so if we only build on change then we don't have snapshots at
all (see the jira i fwded).
Is Apache Nexus really cleaned up?
https://repository.apache.org/content/groups/snapshots/org/apache/openjpa/openjpa/3.0.0-SNAPSHOT/
I repeat myself: Apache Syncope 2.1.0-SNAPSHOT depends on OpenJPA
3.0.0-SNAPSHOT, and we haven't had any issue with that, either locally,
on ASF Jenkins, Travis CI and AppVeyor.

I just started a build to have snapshots, seems I don't have the karma
to configure the job, anyone able to check/add a schedule on it at
least once a week?
Sorry, could you explain why "at least once a week"? Isn't the current
setting better, e.g. when changes are committed to SVN?

Yep, several:
https://builds.apache.org/view/M-R/view/OpenJPA/
FYI Apache Syncope (master branch) depends on OpenJPA 3.0.0-SNAPSHOT:
https://github.com/apache/syncope/blob/master/pom.xml#L378
