https://issues.apache.org/jira/browse/OPENJPA-3041 **Stacked on #236 (OPENJPA-3029/3037)**, which adds the `getExtractDateTimeFieldFunction` hook used here. Only the last commit belongs to this PR; it will be rebased once #236 is merged. H2 2.x returns `EXTRACT(SECOND)` as a whole number, so 30.5 seconds came back as 30. `H2Dictionary` now renders SECOND as `EXTRACT(SECOND FROM x) + EXTRACT(NANOSECOND FROM x) / 1000000000.0`. Migration note added. Tests for a timestamp literal, parameters and entity columns; they also run on Derby with #236, except TIME, since Derby keeps only whole seconds in a TIME.
