MySQL and MariaDB return whole seconds for EXTRACT(SECOND), so the fraction is now added from EXTRACT(MICROSECOND), as OPENJPA-3041 did for H2. LocalTime parameters are also bound and read as LocalTime instead of java.sql.Time, which dropped the fraction.
