Adds the missing Oracle SQL for EXTRACT (HOUR/MINUTE/SECOND on DATE, QUARTER, ISO WEEK, DATE/TIME), CURRENT_TIME, and CURRENT_DATE without time of day. RIGHT now works beyond the string length. Behaviour changes on Oracle, covered by tests: EXTRACT(HOUR) on OffsetDateTime returns the hour of the stored offset instead of UTC; RIGHT(s, 0) returns NULL. -- This is an automated message from the Apache Git Service.
