The reason for doing this was, at the time, to provide support for 'Event.stop()', which was regularly used by users at the application level. It is likely that we can just stop doing this -- if you have an existing 'Event', it probably has a 'stop', and if it doesn't, well, you probably shouldn't be expecting OpenLayers to tack it on to your existing event object anyway. I'd say this can be filed as a bug in 2.5.
