I´ve came up against a problem like that in the viewer we´ve made. Finally I had to make some test to ensure that the maxExtent is ok with some min. resolution (in my case it was 1024*768, but the map div height and width was in percentage, not absolute values).
Perhaps it`s not the best solution for this, but it worked more less. Now it works with 1024*768 and higher resolutions...
