I think #1840 is a good suggestion. Since the layer could have multiple strategies, the "loadend" event might not actually mean that features have been added to the layer. I think this is acceptable, not sure if it works for all. This would mean that the loadstart and loadend events would only be about fetching remote data - not adding features to the layer.
