The funds which OSGeo receives are not -- per the documentation of the
program -- designed to support OSGeo directly, but instead to accomodate
for the fact that things like maintaining a bank account cost money, and
projects themselves also consume resources like hosting, marketing, etc. 

Put more directly,  Funding OpenLayers to the tune of, say, $12k does
not get a sponsor the same position within OSGeo as sponsoring OSGeo to
the tune of $3k, even though $3k is taken by OSGeo for the general
maintenance of the project sponsorship funds: Sponsoring OpenLayers for
$12k does *not* make you an Associate Sponsor of OSGeo.
