Right. A Base layer is just a layer that is mutually exclusive with all other base layers, in a layer group which must always be turned on. Since you don't seem to have an interest in a layer group that's: * At the bottom * Mutually exclusive with other layers in the group * Always on There is no reason to use what OpenLayers currently calls a baseLayer.
