Hey- Looks like there is email confirmation in the AccountManager plugin: http://trac-hacks.org/browser/accountmanagerplugin/0.11/acct_mgr/web_ui.py#L540
Not certain where this is documented, but I imagine it is a trac.ini setting if it is not visible in through the web admin.
