By standard you can have both, thought not sure how one reports what it does support. UserLayer is about layers defined inline, as a GML feature collection (see the GeoServer demo drawing a smiling face using that). NamedLayer refers to layers stored in the server instead. > Does Geoserver support library mode? It does.
