I think I have this logged as Ticket #1914. My ticket is now over a year old and I have not yet found the time or motivation to try myself to sort it out as I no longer use Yahoo basemaps anywhere. That may be why no one else has tackled the issue. The example I have linked to the ticket is still active and running off a recent trunk. You click through the available layers, and the editing tools are present for all but the Yahoo layers. When a Yahoo layer is active, I cannot use any of the editing tools, as they disappear.
