Hello Sebastian, getActiveRoomIds method is used by red5sip as follows: red5sip once in 3 seconds calls getActiveRoomIds to get the list of the rooms with users for which SIP is enabled (in room settings) if such rooms are found red5sip creates "SIP Transport" user in the room and transfers audio to the asterisk.
