Hi Maxim and OM team.

For these few weeks:
- write sctp server channel - accept, bind methods:
    - add parsing sctp packets INIT, INIT_ACK and corresponding chunks
    - investigate libsctp native realization
    - implement sctp association initialization, but while without cookie
generation

Before the end of the week I plan to complete association initialization.
