I noticed this before: Every user that publishes his video it
_immediatelly_ calls refresh on the entire video.

You can also see that in the performance tests:

There doesn't seem to be any logic to it. It's just by default:
For every broadcastStarted it immediately does a "broadcastRestarted"

And this happens immediately, right at the critical time when it
initialises the conference room.

I noticed this is triggered by calling "refresh" on the video.

Why are we refreshing every freshly started broadcast immediately again ?
Do we really need to do that ?
