Ugh.

@Ben - could you add this as a topic for tomorrow's design forum?  (I would,
but my old browser in clinic won't let me).  We need to come up with a plan
to dig out of this one before it comes back to bite us harder (e.g., an
upgrade that converts all times to UTC and ensures all subsequent times are
either stored with time zone or, preferably, stored as absolute UTC time).
