Hi faustin. For the first example, the concept referenced by the obs should be a ConceptNumeric. If you cast the Concept to a ConceptNumeric, the possible value ranges are properties of the object.
For the second issue, you're right to use conceptSets. You can create any number of conceptSets containing the child concepts that you want to group. Then, in an encounter, when you go to create your obs, make sure that you create an obsGroup where the obsGroup Obs is mapped to the conceptSet conceptId, and the child obs are all children of the obsGroup Obs.
