I think this is because we mavenized the OpenMRS source code from version 1.8 and going up. The api layer for the mavenized OpenMRS have two output, the api jar file and the api test jar file (the same is true for the web layer).
The pre mavenized OpenMRS have three main package output (see the source code structure and the output of doing package-all in ant ): the api, the web and the test jar file.
