That means your maven isn't connecting to the outside world to find the newer version of the plugin. Make sure you aren't specifically defining the version of the plugin anywhere so that it finds the latest.
Also make sure that you don't have maven in "offline" mode. Remove the -O option. Eclipse preferences has a separate place to set maven to be offline globally, make sure thats unchecked too.
