We had a conversation a year or so ago on the dev list and other forums
about making uniqueness configurable. It looks like that resulted in
this ticket:

I don't know what the current behavior is, but I know we have use cases
where we want identifiers to be able to fall into each of the categories
highlighted in this ticket...
