We saw that in the HFE module that 1.10-SNAPSHOT was being included to run the 
release tests, which need to fire up a working version of the webapp... could 
it be the same thing in core?

The only project that /might/ have that is the standalone.  But even that 
should not be using maven and should just use a war file that is given to it.

I don't think we should be including the war in maven repo, but I can't 
remember the reason that was given to me the last time I complained! :-)
