Did you solve this?  I assume it is happening because of something in your
connection.  My employer does some packet inspection and so all calls to
http://svn.. fail with a similar error message.  I have to use https://svn...
(or switch to the unreliable wireless)

You can always determine if its an openmrs server failure by going to
http://status.openmrs.org (subversion server is on page two)
