For some reason using "mvn tomcat:run" in the webapp folder fails for me as
well.  There are two issues: first, it uses openmrs-webapp as the context
name instead of just openmrs.  This causes the normal runtime properties
file to not be found.  Second, it seems to start just fine but nothing
loads in the browser.

Can you open a ticket for this and do some investigating?
