I would argue that, yes, everything you change on the Manage Concepts page should trigger an update to the dateChanged/changedBy. If you are adding/removing a name or adding/removing an answer, modifying mappings, etc you are changing how that concept is defined.
If someone modified the conceptmappingtype somewhere else, of course that should not mark any concepts as modified Yes, as the parent of 3-under-3, I see the children as very much so dependent objects!
