>From a quick peek at the code, I don't think we look at the EVN section at all. The only thing we do (with an ORU-R01) is create an encounter based on the PV1 (with obs based on the OBXs).
Regarding your other question, the only code I see in the handler that deals with attributes at all is that if you do a "discharge to" it will look for a "Health Center" attribute.
