   ### Note:
   
   Current `NOTICE` is outdated. We should generate that and only include the 
full licenses for parts of the code, which we actually into our source code 
(word tokenizer, stemmers). This PR adds an action and related maven 
configuration to re-generate it for our dependencies as well. This way, we can 
ensure, that we notice, if a 3rd party dependency changes its license during a 
version bump.
