## Summary - publish add-on artifacts under `org.apache.opennlp.addons` while keeping OpenNLP core dependencies under `org.apache.opennlp` - replace the working discussion ledger with a concise project proposal - define repository boundaries, compatibility, review, release, and adoption expectations - link the proposal to the relevant DEV discussions This remains part of the existing Apache OpenNLP project and its current governance. It does not create a separate ASF project or incubation process.
