Assuming that the content is platform-independent (I didn't check this),
the main reason is that language packs are installable, and there is no
universal install mechanism, the installation/removal is done using the
standard system procedures.

The solution here seems to make the language packs not
system-installable, but installed by the application, as if they where
extensions.
