Since many entries in our bugzilla database are not about bugs, but

"issue" instead of "bug", when Bugzilla refers to such an entry.

Isn't it possible to use both? The recent change turns all "bug XXX"
into simple text, for example
https://issues.apache.org/ooo/show_bug.cgi?id=124366#c1 used to have
a link in "See bug 119006 for more information."

As far as I know we'd need to use a bugzilla hook for a more generic "auto-linkification". The current changes only changed text templates. Writing the hook seems not too difficult [1] but we haven't gotten around to it.
