Yes, I agree with Jan.

I just used Microsoft Windows 10 Pro x64 and Internet Explorer 11 with no 
difficulty and especially no blocking.  The 134MB Download starts without 
complication and the expected IE "Do you want to ..." pop-up happens at the 
bottom of my browser Window.  Neither IE nor SourceForge seem to be the source 
of this limitation.

What does the message that announces blocking of the download look like?  Does 
it have a title bar or other descriptive information?
