Mine you find in bazel-migration where AOO uses 49.1.2. (which is the
latest VC9 can build.
Damjan did a further push in branch origin/icu-c-api which bumbs to 58
and later.
Sadly i do not find his write up on the case.
What I know is that the main caveat is the removal of ICU Layout Engine.
What we need to do here is a move to HarfBuff as LO did. Seems to be the
best option.

So, AOO currently uses ICU 4.2.1, but we have had access to ICU 4.8.1 within
Symphony's SVN repo for a while!
