...If you built without your languge configured first, ...
Do you mean for: ./configure --with-lang="sq" ? or some other configuration for my language ?

As the issue says there is a problem with dependencies in scp2. If you built without your languge configured first, you should do a clean rebuild in scp2 with your language now:
cd scp2; rm -r $INPATH; build; deliver
