Factoring UNO out of OOo is already planned. Unfortunately priority of this varies from low to medium, depending on customer request and the up stream of features/bugs.
The good thing is, that it is already pretty much independent of OOo and that it is usable without starting OOo ;-), even if it is not independently installable.

So, please consider releasing UNO as a standalone toolkit. I know everyone is busy with the release of 2.0 coming up, but perhaps after that, there will be some time to package it separately.
