I've always thought it odd, that the source code for OpenOffice is open, yet the software needed to compile it is not, such that if one wanted to modify core parts of the suite or even just wanted to compile it for the heck of it, you'd have to spend a significant amount of money to do it.
Without entering the debate as to whether using that particular compiler is acceptable or not, you should not need to spend money to get it, as it's if I understand correctly part of the toolkit released for free by MS:
