I have a package for OO2.0, and I am testing it under OO 1.9.109.

My directory structure for the package is:
Addons.xcu
ProtocolHandler.xcu
META-INF
   manifest.xml
dist
  My plugin jar files
lib
  The jar files needed to be a webservice client

My manifest.xml is:

  I am curious why the plugin is enabled, but it should have something
in the menubar, and that isn't happening.
  Is there some way to tell what was going on, so I can figure out how
to fix my packaging?
