I successfully built m125 some time ago. There's only one issue in instsetoo_native, which I needed to work around manually (and shame on me that I didn't submit an issue for this, yet), but everything else compiled without any problems. Everybody else is doing it ... seriously, the simple reason might be that cygwin is used most often, and thus much better maintained than 4NT, so chances are much better if you build on cygwin ...
