There must be a space. I don't have an OOo 1.1.x tree around, but something goes
wrong with this variable. As a workaround insert a space here.
Then while trying with tcsh the following is the output

Without knowing what hangs (have a look at Windows Task Manager) it is
hard to diagnose what hangs. I suspect that the wrong perl hangs in
set_soenv (called by configure).
Try again with cygwin's perl and report back.
