I've started writing such a lib. I've started with the OOSpreadsheet
format what I'm trying for now is to stay as
compatible with POI as possible. If you are interested in this I could
post the URL to the subversion repository.

Hi Victor,
All OOo fiels are only zipped XML. So you can unzip the file and alter the
file very easily. Obviously have a library to make this easier would also be
an advantage.
