If you just want to do it one your personal installation you can copy
the images to $(share)/config/symbol and manually assign them to the
macro buttons in the toolbox customize dialog.

Starting with OOo2.0.3 you can create a package from inside the Basic
IDE (library organizer). But this will still not give you the toolbar
images. This is still only possible with some manual work.
