+ The primary consumers of a finished spec are testers, developers who will make changes in future (and are may be not the same who made the implementation), developers who need the implementation to write their implementations on the solution and documentation people to document the changes

          quickly: < ~2 hours, to get yes/no answers on
          individual CWS' faster.
