Judging from the comment associated with the latest change to that file made by Jörg, I'd say that it isn't in use (nor even present) any longer. The comment states that the "spool + merge" mechanism (described in the document) is replaced with the use of a multi-layer backend, i.e a backend which is able to consider multiple files describing the same component in the same directory. This is the case in the modules tree, where the leaf directories contain a number of fragments coming from the different modules and all providing data for the component. It more or less amounts to doing the merge in memory at runtime rather than requiring a manual import step.
Thanks for your answer, reading other documentation, I understand it that way too.
So my conclusion would be that the document is outdated in that paragraph, but that the "Registry Data" section later (which mentions the modules directory without reference to any spooling) is up to date. I won't claim this is the definitive answer, but in light of the actual contents of an install this looks like the most likely.
