Hi Mellannie,
The Add-on popup menu is only visible if any add-on wants to integrate
its popup menu. OpenOffice.org normally doesn't contain any add-on,
therefore you cannot see it. Just download an add-on from here:
http://wiki.services.openoffice.org/wiki/Extensions_repository
And install it into OpenOffice.org using the Extension Manager.
