Does your path name to the DirectX SDK contain blanks? I had this problem by myself while others didn't see it. So you could try to rename the folder and call configure again with the changed path name. If it works I recommend to rename the folder back, deinstall the SDK and reinstall it into a folder named without blanks. Alternatively you can use --disable-directx in your configure call and building OOo will not need the SDK at all.
