Hi,
Calc can open CSV files if you explicitly select the filter within the
file dialog or if the file has a .csv file extension. If this is the
case then Calc opens the import dialog for CSV files where you can
select the delimiters and the number format of the content.

As I see, Calc can't open text file known as ".csv" (comma-separated
values).
