The description-element is matched by the property "Hint". As I couldn't find the property "Help" in an input field created with OOo 2.2.1, I assume that this property is new in 2.3.0 or 2.3.1 (so it's simply not yet documented). according to the ODF v1.1-specification there is no other element allowed besides the description-element.
