Thanks, I have built OOo with PKFORMAT "installed".
That worked. I was able to run soffice.exe and
I got localized OOo desktop UI.
I can not start writer from the desktop or from the command line.
It shows a dialog with "The filter configuration appears to be
defective, please install the office suite again" and exits.
This is right after a build in instsetoo_native.
How to fix this?

Change your PKGFORMAT variable to "installed" and run "build" in
instsetoo_native. You'll get a full Office installation directly located
at instsetoo_native/wnt????/OpenOffice/installed/install/<your languages>
