Hi Stephen.  Thanks for your reply.

OK.  At first, I didn't do it.

In the OOo 2.4.0 source tree, it .zips a few files with a manifest to make it an
.oxt.  I think oovbaapi uses it.

Hmm.  I see neither an easy way to remove all these dependencies (such as vcl)
nor a replacement.  It seems the OpenGL transitions (touted for OOo 2.4) are in
the same situation as oovbaapi.
